Overview

The Human Resources Manager at the Two Oceans Graduate Institute plays a fundamental role in managing all the aspects of the institution’s human resources and ensuring that its academic, administrative and support staff are effectively supported and aligned with TOGI’s vision and mission. The Human Resources Manager is responsible for overseeing all human resources functions within the institution. This role involves managing recruitment, employee relations, performance management, compliance with labour legislation, and promoting a positive and inclusive work environment. The HR Manager will collaborate with EXCO to align HR strategies with the institution’s objectives and goals. The HR Manager will report to the CEO.

Key Responsibilities

Recruitment and staffing

Develop and implement effective recruitment and on boarding processes. Source, screen, and select
qualified candidates for academic, administrative and support staff functions. Ensure compliance with
relevant labour legislation in the hiring process.

Employee relations

Foster a positive work environment by promoting effective communication and resolving workplace
conflicts. Implement and maintain employee relations programs, policies, and procedures. Act as a
resource for employees, addressing concerns and ensuring a healthy work atmosphere.

Performance and career management

Develop and oversee the institution’s performance and career management system. Provide guidance
to managers on performance appraisals, feedback, and improvement plans. Ensure that performance
evaluations are conducted fairly and consistently.

Training and Development

Identify training and development needs and implement appropriate programs. Facilitate staff
development, including workshops, seminars, and professional development opportunities. Promote
a culture of continuous learning and development.

Compensation

Administer compensation programs, including salary reviews, leave implementation and benefits
administration. Conduct market analysis to ensure competitive compensation packages. Ensure
adherence to relevant labour and tax regulations.

Compliance and policy development

Stay current with South African labour laws and regulations. Develop and update HR policies and
procedures in compliance with legal requirements and best practices. Ensure the institution’s
compliance with employment legislation.

Diversity and Inclusion

Promote diversity and inclusion initiatives within the institution. Implement strategies to create a
diverse and inclusive workforce. Monitor and report on diversity and inclusion metrics.

HR Administration

Maintain accurate HR records and databases. Prepare HR reports and analytics for EXCO. Manage HR
budgets and resources effectively.

HR budget management

Responsible for the management of the HR budget and related financial responsibilities, e.g. ensuring
payroll submissions.

Qualifications

Bachelor’s degree in Human Resources Management (Master’s degree preferred). At least 5 years of
HR management experience in an educational institution or related field or institution. In-depth
knowledge of South African labour legislation and regulations. Professional certification in HR
management is recommended. Strong interpersonal and communication skills. Exceptional
organizational and problem-solving abilities.
